A professor once said this to me in reference to musical writers block: "Write Melody." I find this true for writing as well. Write stream of consciousness (the random words you hear in your head) until something that hit's the paper makes sense... then run with it.
Or you can take yourself out of your element. Go sit somewhere weird. Not "weird" like a star trek convention, "weird" like sitting at a table by the front door of a really busy restaurant. One that's noisy with lots of distractions. I find my other thoughts get distracted and my main voice can come out.
Those are my favorite ways to deal, but sometimes it helps to do that thing they did in that finding forrester movie... start with a few sentences of a previously written work, and then go off on a tangent from there.
